IBOR Transition Programme – Global Cost Controller & Finance Support


In the coming years, a variety of major interest rate benchmarks will undergo reforms or transition to new alternative benchmarks, known as risk-free rates. These significant reforms are in the wake of LIBOR (and other) scandals and, whilst attracting significant attention from regulators, predominantly reflect industry-driven initiatives aimed at restoring trust in benchmark rates and the financial sector as a whole. Since use of the current interest rate benchmarks is embedded in the whole bank, a sound transition is crucial for both ING and its clients.


Your working environment

ING has initiated a global IBOR transition change program as of end-2018 that is sponsored by Group Treasury (‘GT’). The objective of the program is to ensure a seamless IBOR transition for ING, our clients, the market, as well as raising internal and external awareness concerning the impact and magnitude of the IBOR transition.

The transition impacts all business lines and locations within the group and involves a.o. client outreach and repapering of contracts, changes to products, systems and models, and impacts on control, reporting and disclosure.


The IBOR transition program is seeking a Global Cost Controller & Finance support for the IBOR transition office based in Amsterdam. Cost control & Finance Support is always an important theme but has become of even greater significance in today’s environment of large global change programs driven by external/ regulatory requirements. ING has to deliver on the IBOR transition, with the ambition to do so in a cost transparent and efficient way. You will support and challenge the program from a Finance perspective while cooperating with a broad set of stakeholders, i.e. the central program team, GT finance, GTO and finance functions across business lines and locations.


You will be responsible for:

  • Supporting the central project team with setting up and updating the global program business case, budget and forecast for expenses necessary to deliver on IBOR transition
  • Making sure actual expenses are correctly visible in the relevant systems, maintained by local finance departments
  • Tracking and challenging of global actual expenses versus budget, providing early warning signals if necessary
  • Understanding the evolution of expenses and making analyses to give explanations and advice to management
  • Establishing a global network with stakeholders to understand cost drivers and communicate clear and effectively
  • Supporting the programme PMO (Project Management Office) with day-to-day finance / reporting activities


How to succeed

We are seeking a motivated, self-starting and critical individual to further strengthen the IBOR transition office, which consists of internal and external colleagues.

  • 2-5 years proven knowledge and experience in the field of (cost) controlling
  • Knowledge of financial benchmarks is an additional asset
  • Experienced user of Excel
  • Communication is in English; therefore, your English language skills should be above average
  • Demonstrate the ability and willingness to adapt quickly in a dynamic and changing environment: the central program team is Agile
  • Independent and have a pro-active mentality and are analytical and structured
  • Clear communicator, at home operating in a global environment with a broad set of stakeholders and able to translate data into easily understandable information
  • Eye for detail without losing sight of the big picture
  • Self-confident and have a critical attitude to challenge the status quo
  • Communication is in English; therefore, your English language skills should be above average
  • Team player that believes in and incorporates ING’s into your daily work practices
