Who are we?

Regulatory and International Affairs (RIA) is a corporate staff department responsible for ensuring that ING is well-positioned within the (inter) national regulatory and policy community. Goal is to influence policy developments and arrive at outcomes favourable to ING’s business, its stakeholders (e.g regulators, governments, politicians) and the banking industry as a whole, as well as to support ING’s interests in the public and political debate. In addition RIA is responsible for coordinating ING’s engagement with its micro-prudential supervisor the European Central Bank (ECB) and with the Dutch Central Bank and other supervisors who address the Group whole. Within RIA the Regulatory Affairs Team is responsible for monitoring and assessing upcoming EU and relevant national regulation, coordinating ING-wide horizon scanning for such (and other) upcoming regulation, aligning ING’s views on policy matters and coordinate the interaction with the relevant stakeholders.

Who are we looking for?

We are looking for a smart, enthusiastic colleague to coordinate ING’s engagement with regulators and policymakers on upcoming regulation. Your role will be to manage in particular the horizon scanning coordination process.

This includes, but is not limited to:

  • Run the process of ING’s regulatory horizon scanning for EU regulators, including level 2-3 regulation and relevant national legislative activities.

  • Cooperate and coordinate with existing ING structures and processes to ensure a high-quality and efficient horizon scanning.

  • Keeping ING’s workflow management systems updated with the results of horizon scanning output coming from other parts of ING (e.g. Legal, Tax, Finance, Risk, COO and HR)

  • Extracting, disseminating and distributing such information in such formats as are needed or advisable for discussion and decision making about such upcoming regulation.

  • Ensure the content of horizon scanning can be used for various requested decisions, in particular also on the impact and the subsequent implementation measures, timelines and roadmap.

  • Coordinate and/or draft ING positions on EU regulatory topics

  • Advise ING’s Board (MBB) and other ING staff, including senior management (staff and boards of ING entities) about ING's advocacy and engagement.

  • Participate in relevant working groups of national associations (NVB) and international associations (EBF, AFME, IIF, ICMA) that ING is a member of.

  • Develop, coordinate and maintain the ING network with regulators and policymakers

  • Contribute to externally communicated ING Viewpoints.

  • Participate in bi-weekly ING Outstanding consultation call.

Your profile

  • At least 5 years of experience in the financial industry.

  • Excellent knowledge of software used in administering and presenting the horizon scanning process.

  • Good understanding of ING’s regulatory environment and ING’s priorities

  • Good understanding of EU policies and regulation and EU decision making processes.

  • Excellent communication and writing (including Powerpoint) skills.

  • Excellent analytical skills.

  • Fluent in English.
